Create meeting room locally on  Outlook 2010

Hi,

First of all, i now i could create meeting room as an object directly on Exchage servers so it would apear in "Places" tab on an appointment, but i don't have access to our Exchange Server as it is located outside the country and when i ask to the Exchange Server adm if we could enable/create this meeting room feature they told me that this would not be possible because of many reasons like maintenance.

So, as a workarround i'd like to know if it's possible to locally create something similar.

My idea is to have one calendar administrator (The receptionist) that will be shared for all employees. Them they will be able to chose free meeting room to make the appointments.

And i have one more question: Is there any way to make outlook give a warning or something whenever a user tries to request someone participations and that person is busy? i wat the same to the meeting room as well, if someone tries to request a meeting and the room is already reserved.
